Political Science Bachelor good for Masters in International Development?

I'm really interested in studying International Development and working for NGOs, Govt., and organizations like Oxfam, Amnesty etc. However, I don't think I will get into the International Dev. program for my bachelors so I've decided I will do my Masters in it instead. But now Im wondering what would be the best program to study ( Bachelors) if I want to study International Dev. later on? Is Political Science a good option? Or should I look into other departments?
